Tight end Trey Burton, who popped up on the Eagles' injury report Friday with a calf injury, is inactive for Sunday's Week 1 matchup.
Burton worked out pregame, but was unable to go, which means the Eagles won't have the personnel to run three tight end sets.
Joining him on the Eagles' inactive list: wide receiver Bryce Treggs, safety Terrence Brooks, offensive lineman Josh Andrews, offensive linemen Dillon Gordon, Halapoulivaati Vaitai and Isaac Seumalo.
Vinny Curry, who was listed as questionable with a knee injury, is active.
With four linemen down, the Eagles have seven offensive linemen active. Third-round pick Seumalo was once thought to be a starter if Lane Johnson's suspension kicked in; with Johnson active, Seumalo won't even dress.
New linebacker Kamu Grugier-Hill is active. This week he said he was still learning the Eagles' defense but thought he could play a role on special teams. Najee Goode, whom the team re-signed Saturday, is active and will be a special teams contributor.
The following Browns are inactive: Cody Kessler, Briean Boddy-Calhoun, Marcus Burley, Scooby Wright III, Shon Coleman, Jordan Payton, Tyrone Holmes.
